    A paltry few hundred million can take down entire countries. A billion or so can be used to destabilize even the largest power and influence it beyond repair.

    probably went to higher gov officials and their families. Imagine becoming a higher up in the government and being insured that your family will be paid for for generations. You certainly wouldn't want to do anything to get those benefits revoked, and you would actively work for whoever is supplying the funds, no matter how bad their plans are for the average citizen.

    Considering the defense budget is like 590billion, I find it hard to believe that 95% of it's budget actually went anywhere.(actually past 100% accounting for inflation)

    Whenever these pop up, it's always accounting errors, not real money missing.

    Congress might not know where it went, but the staff of the NSA knows were a good chunk of it went. NRO has a well tabulated record of what it spent. CIA has a slightly less unknown budget, but they know what they spent.
